About Me

I am a skilled and experienced aeronautical meteorologist with a proven track record in service delivery, capacity development and advocacy. My career spans three decades at the national and international level, with organisations including the United Kingdom Met Office, the International Civil Aviation Organization and the World Meteorological Organization. See my career highlights below. I launched Greg Brock Consulting in 2026.

I possess expertise in all aspects of aeronautical meteorology, in particular observations, forecasts and warnings for airports, terminal areas and en route operations, as well as aeronautical climatology and the impacts of climate change on aviation.

In addition, I possess robust planning and organising skills that supplement a strong technical understanding of ever-advancing scientific and technological meteorological capabilities and evolving aviation user requirements as well as the associated international standards-making process.

To empower aeronautical meteorological services to operate with greater efficiency and impact, and to help aviation stakeholders better understand how to integrate weather and climate intelligence into their decision‑making so they can fly safer, smarter and more sustainably.

Career highlights

Between 2016 and 2025, I led WMO’s aeronautical meteorology programme, managing resources, guiding global implementation and supporting Members through training and outreach. I oversaw WMO's Commission for Aeronautical Meteorology and Standing Committee on Services for Aviation, maintained international regulations and other technical documentation, and worked closely with ICAO, IATA and other global and regional partners. I represented WMO on key ICAO panels, supported ISO‑aligned quality management practices, organised global scientific and technical events and supervised a small specialist team.

Between 2009 and 2016, I managed ICAO's global and regional meteorology programmes, aligning work with the Global Air Navigation Plan (GANP) and Global Aviation Safety Plan (GASP) while advising Council and Commission, senior leadership and others on regulatory, operational and technical matters. I supported numerous expert groups, advanced ICAO Annex 3 and related provisions, collaborated closely with WMO and other industry partners, supported States through guidance and implementation activities, oversaw high‑profile technical meetings, produced ICAO‑standard documentation and supervised multidisciplinary teams.

Between 1997 and 2009, I managed the daily operations of the SADIS (SAtellite DIStribution System for Information Related to Air Navigation) and supported WAFC and VAAC operations, working closely with the UK Civil Aviation Authority and NATS on regulated MET services. I analysed aviation modernisation trends, supported States with implementation, contributed to ICAO expert groups, and produced technical documentation. While working as a forecaster I delivered a wide range of aviation weather products, provided briefing services to flight crew and ATC personnel, led situation analyses, and maintained quality and operational procedures.
